Intra-Club Permit System

Intra-Club Permit system allows for the movement of players between teams within the same Club for regular season games. The following is the list of rules used to support the ICP in the RSSL.

Affiliation
In order to participate in the ICP, a team must form an affiliation with a team in a different division in advance of the season starting. Teams must declare their affiliation within 7 days of the AGM and must remain affiliated for the duration of the season. Teams can only affiliate with one other team. This affiliation will form a Club.

Player Movement
Affiliated teams can move players up and down between divisions. Players playing up can play up as many divisions as they like. Players playing down can only play down one division.

The maximum number of players a Club can play up in one game is 3. The maximum number of players a Club can play down in one game is 1.

The RSSA intends to implement ICP with its Masters Division to allow players in a club to move between Open divisions and Masters division. The League is proposing the following ICP rules (to be confirmed at the AGM in August):

  • Masters players can play on ANY Open Division team in their Club. 
  • Any Open Division players can play on the Master team in their Club IF they are age eligible.

ID Cards
ICP players must have their ID cards for all games. ID cards for Clubs for each of the divisions will have the following appearances:
 

  Non-Club Team Club Team
Premier  White  Green
First Division  White  Blue
Second Division  White  Red
Masters Division  White  Black


Games
Players that play on Club teams are allowed to play in all eligible League games for their Club each week. Team lists must identify players on an ICP for that game – this is to be denoted with “ICP’ beside the player’s name on the game team list.

ICP is not allowed for tie-breaker games. Players can only play on the team they are registered on for Cup games.

Goals will be recorded for players for the team they were playing on when the goal was scored.

Discipline
Cards are recorded against the player regardless of the team the player was on when the card was issued. Points for cards are accumulated against the team the card was issued to.

Suspensions are served with the team the player is registered on. A suspended player is ineligible to play on an affiliated team during a suspension.
